We first isolate the later-stage answers that PA Consulting eventually published, then reconstruct only what was knowable at the actual moment of decision into an educational data package. This is an independent teaching simulation based on that public source. The case opens with a North American utility serving millions of customers across a vast, environmentally challenging service area. Customers expect reliable service, and increasingly expect renewable energy options and digital tools that give them insight into and control over their own energy use. Previous strategic planning efforts at this utility had already failed to deliver the expected change. The decision question is straightforward but consequential: should the utility immediately launch a full, comprehensive customer experience roadmap, or should it first sequence an initial set of time-bound, stoppable initiatives, tested against customer outcomes, capability gaps, and cross-functional delivery risk? This run leaves a five-item work receipt that a decision owner can audit line by line. First, it drew on one public source. Second, it identified four distinct decision-making roles. Third, it separated six confirmed facts from two inferences and three open questions. Fourth, it compared exactly two candidate paths forward. Fifth, it retained three alternative explanations and one explicit reversal condition, so nothing is quietly discarded. What is actually known: several past strategic plans failed to deliver the change the utility expected, and the service area itself faces serious environmental challenges. Minerva does not claim to replicate or complete PA Consulting's official research, prioritization engine, or published roadmap; it only recommends how to sequence the first defensible step. This case passed ten out of ten decision-quality checks. The actual run used four model calls, delivered its first decision-ready judgment in 17.386 seconds, and completed all cross-checks in 24.858 seconds, comfortably passing both the 30-second first-decision threshold and the 45-second complete-result threshold. Decision quality and speed both passed. This remains a single-case test run performed as an independent teaching simulation; it does not represent production-level service, real customer outcomes, or any PA Consulting endorsement of Minerva Advisor.
